So the cars are all on slicks and its raining in turn 1. Instead of racing like normal people they decide the track is too wet for slicks and too dry for wets so they'll just wait it out. So that makes me wonder...if the race started under rain and everyone was on wets, then the rain quit and the sun dried the track would they red flag the race until the track was dry enough for slicks??? Race damn it!!!

Goodyear doesn't provide intermediates. I don't think they would red-flag your hypothetical race, but if they just have to wait a few minutes for the the rain to pass, might as well wait.

Simple tire dynamics, the tread blocks hold temperature to the point that if there isn't water to cool them, they blister and come apart, that's part of why Intermediates are so useful because their thinner blocks don't hold as much heat.
Also, because Goodyear said so and they know a lot more about their tires than anyone on here does.
